Santa Cruz County has announced the nine appointees to the Measure Q Citizens Oversight Advisory Board (COAB). The board is a governmental body responsible for monitoring the use of funds under the the Santa Cruz County Water and Wildfire Protection Initiative, improving financial transparency and approving five-year vision plans to guide investments.
Approved by 60% of Santa Cruz County voters in 2024, Measure Q is projected to generate roughly $7.3 million per year through an $87 annual parcel tax. The funding goes to protect water quality, clean beaches, wildlife habitats and reduce wildfire risks. The funds are distributed across countywide projects.
Under Measure Q, each of the five members of the county board of supervisors and each of the county’s four cities – Scotts Valley, Santa Cruz, Capitola and Watsonville – appoints one member of the COAB. The new members are:
- Julieann Howard, District 1 appointee
- Dennis Webb, District 2 appointee
- Sandy Brown, District 3 appointee
- Julissa Espindola, District 4 appointee
- Mark Correira, District 5 appointee
- Rachel Dann, Santa Cruz appointee
- Abel Sanchez, Watsonville appointee
- David Sanguinetti, Scotts Valley appointee
- Scott Harway, Capitola appointee
