Three candidates — Danny Reber, incumbent Greg Wimp and Michael Zeller — are competing for two seats on the five-member Scotts Valley City Council. Reber is executive director of Valley Churches United and a former Scotts Valley Water District board member; Wimp owns Togo’s sandwich franchises; and Zeller works in regional transportation planning.

The biggest issue is the long-awaited Scotts Valley Town Center, a proposed development that could reshape the city’s commercial core and create a gathering place for residents. Candidates are weighing how to accommodate housing and commercial growth while preserving the city’s small-town character, addressing traffic congestion and ensuring new development fits existing neighborhoods.
