Five candidates — incumbent Joe Clarke, Cami Corvin, Tory Del Favero, TJ Welch and Peter Wilk — are competing for three open seats on the five-member Capitola City Council. It is the last at-large election before the city transitions to district-based elections in 2028.
The central question Capitola faces is how it can accommodate state-mandated housing growth while preserving its small-town character and managing the effects of development on infrastructure and city finances. Other key issues include the proposed rail trail through Capitola, the future redevelopment of the Capitola Mall, pedestrian and bicycle safety, coastal erosion and climate change and government transparency. Capitola must also pick a full-time city manager this year to replace Jamie Goldstein.
