Property development

  • On Sept. 28, the Santa Cruz County Planning Department formally approved a zoning application for a project at 278 Beach Dr. in the Aptos Planning Area. The approved project renews a permit that allows the existing four-bedroom single-family home at this address to continue operating as a non-hosted short-term rental. This permit enables the property to provide overnight lodging for guests for stays of up to 30 days at a time. The renewal specifically required approval of a Non-Hosted Short-Term Rental Permit. Property code violations

County officials cite property owners for issues such as substandard housing, illegal uses of buildings, property maintenance, abandoned appliances or furniture, construction without permits, and other issues that affect public safety and quality of life.

  • The building code violations first cited on Aug. 15, 2025, at 344 Treasure Island Dr., Aptos (case NV25275), have now been addressed, according to county officials. The violations included unpermitted demolition and reconstruction of the upper deck, construction of a new lower deck, and installation of a hot tub with a supporting concrete slab—all completed without the required permits and within the coastal zone, which is subject to stricter regulations. The work was performed on a slope, raising concerns about accelerated erosion, earth movement, and drainage. The county is currently monitoring the property to ensure ongoing compliance with building and coastal regulations.
     
  • A code violation notice has been issued for the property at 300 Beach Dr., Aptos, under case number NV25408, processed on Sept. 29. The violation cites the property owner for conducting an interior remodel without obtaining the necessary building permits, which is a breach of local building codes. Notably, this case is a reposting of a previous code case (AL 18076 from 2005), suggesting that the issue of unpermitted interior remodeling work was either not resolved in the past or has occurred again. Residents are reminded that all interior construction or remodeling activities require proper permits to ensure compliance with safety and building regulations.
