Why on earth would Capitola Public Works want to “carve out” space for a bike lane on the bay side of Cliff Drive?

At that point, the railroad tracks are only a hundred or so feet away. Aren’t we building a trail system on (or adjacent to) the old tracks? Build the trail and bike path. Now. And get on with it. Why spend any more money on Cliff Drive than is absolutely necessary? Does anybody truly believe that Mother Nature is not going to win that battle?
